Homa Bay assembly disbands Public Service Board

Homa Bay County assembly has disbanded the County Public Service Board over alleged incompetence and corruption.

The board has been ordered by the assembly members to vacate office immediately.

The Ward Reps on Wednesday afternoon passed a motion to disband the board after its members were accused of irregularly hiring workers thereby inflating the wage bill.

The adoption of the motion tabled by Kabuoch South MCA Oscar Abote will compel Governor Cyprian Awiti to disband the board immediately and reconstitute it afresh.

GOOD GOVERNANCE

In the motion, the board was accused of failing to take action on irregularities in recruitment of workers on contract by the county departments.

The board was also accused of failing to adhere to the values and principles of good governance such as integrity, transparency and accountability when issuing appointment letters to members of the public who are said not to have undergone competitive recruitment process.

Mr Abote said the board failed to accord adequate and equal opportunities for appointment, training and advancement at all levels of the public service and to persons with disabilities.

51 WARD REPS

There was tension at the assembly during the debate to pass the motion when some MCAs accused their colleagues of being compromised not to support the motion.

51 Ward reps who were present during the sitting voted in favour of the motion.

The board officials who have lost their jobs include chairman Daniel Ogada who was accused of failing to unite his members.

ACTING UNILATERALLY

Mr Ogada is further accused of making a unilaterally decision to write a letter to the governor for action to be taken against one of the board members, Mr Tobias Odundo, without the board holding a formal meeting to deliberate on the matter.

He is further accused of not involving the county assembly as the oversight body that approved the nomination of this member to the board.

Others who have felt the wrath of the assembly include vice chairperson Damaris Amollo also accused of engaging in corruption.
