Plan for Kirinyaga governor’s residence cut by Sh50m

Kirinyaga MCAs have reduced the allocation proposed for the construction of the official residence of the governor and her deputy.

Governor Anne Waiguru had set aside Sh100 million for her official residence as well as that of her deputy, Mr Peter Ndambiri, under the county's flagship projects.

However, the County Assembly Budget and Appropriation Committee reduced the amount by half.

The nine-member committee is chaired by Mr David Mathenge.

ENOUGH

He said the Sh50 million is enough to buy land and put up the residences. According to him, the changes were recommended after public participation in all the 20 electoral wards.

The county government’s estimated expenditure on development is Sh1.5 billion, accounting for 30 per cent of the total revenue of Sh5.2 billion.

Recurrent expenditure will take at least Sh3.6 billion (70 per cent).

In a 24-page report, the committee noted that the budget submitted by the County Executive Finance did not comply with the requirements of the Public Finance Management Act, 2012, hence the changes that led to the slashing of the pro-posed spending on the governor's residence.

The Executive had allocated Sh80 million for the County Assembly development and civil works but the committee increased this amount to Sh90 million.

However, it did not interfere with the proposal to set aside Sh100 million for pending bills and other creditors.

The committee recommended an increase in the health services budget from Sh408 million as proposed by the governor to Sh431.2 million.

It reduced allocation for agriculture, livestock and fisheries from Sh181 million to Sh148 million.

THARAKA-NITHI

In Tharaka-Nithi, Governor Muthomi Njuki ran into trouble over the skewed allocation of development funds.

Friday, the deputy governor, Mr Nyamu Kagwima, and local Njuri Ncheke elders faulted the Budget passed by the County Assembly saying it had not allocated the money equitably.

The leaders said Chuka/Igambang’ombe constituency, where Mr Njuki comes from, will get more than what Maara and Tharaka constituencies combined will receive.

Development projects for Chuka/Igambang’ombe received Sh600 million while Maara and Tharaka were allocated Sh277 million and Sh216 million respectively.
