Harakhe password was used to authorise Sh800m NYS deal

A Nairobi court on Wednesday heard how former National Youth Service (NYS) senior Deputy Director-General Adan Harakhe discovered that his password had been used to approve payment of Sh800 million without his knowledge.

Appearing before Chief Magistrate Francis Andayi, Mr Christopher Keter, a police officer who had been seconded to NYS, said Mr Harakhe discovered about five days later, after the approval had been made.

The witness told the court that Mr Harakhe called him on May 25, 2015 inquiring about the payment.

But since he could not access the Integrated Financial Management Information System (Ifmis), he promised to confirm it with his colleague identified as Mr Jared Nyandimu.

“He (Mr Harakhe) came to our office and we confirmed the entries and the approval. The entry was made by Regina Mungai and approved on the same day by Harakhe,” he said.

The witness was testifying in a case where former Devolution Permanent Secretary Peter Mangiti, former NYS Director General Nelson Githinji, businessman Ben Gethi and Josephine Kabura, among others, are charged with theft of Sh791 million at NYS.

Mr Keter told the court that he was transferred to NYS in mid-February 2015. The hearing continues.
