Ethics and Anti-Corruption Commission probes Migori graft claims

Anti-graft officers have been sent to Migori County to investigate corruption allegations.

The Controller and Auditor-General is questioning various procurement procedures, unsupported claims worth over Sh400 million and unclear payments to football team Gor Mahia.

“We are examining the findings and will be acting soon,” said Ethics and Anti-Corruption Commission spokesman George Nyabuga.

A management report seen by the Nation shows how a clerical officer in the governor’s office claimed Sh16 million for travelling, accommodation and subsistence.

The officer, Mr Caspal Obiero, at one point drew three huge claims in a single day from the cashier.

The report also shows that county staff drew unsupported imprest of Sh32 million.

TRAVEL

Queries have also been made about air tickets bought for Governor Okoth Obado and a delegation for local and international travel.

“Payment voucher number 1842 dated December 24, 2013 paid to Elsuco Tours and Travels through invoice number 218 dated December 23, 2013 indicates that air tickets were bought for the governor, Ms Hellen Odie and 12 others to travel to Mombasa for Sh616,200,” it says.

It wants the identities of the 12 people who travelled with the governor on that Christmas eve revealed.

The delegation reportedly stayed at Amani Tiwi Resort and the county paid a bill of Sh1.7 million. “The county may be buying tickets for people who are not its employees,” says the report.

Another trip by Mr Obado to the US where air tickets were bought for him and a Mr Moses Chamwada for Sh947,588 has also been questioned after their passports were not provided to confirm the trip took place.

Mr Obado on Tuesday dismissed the report.

“This is just a management report. I think there are malicious people trying to find fault with my government. This is a small issue.”

The governor also defended Mr Obiero. “He is my personal assistant and I do not think there is anything wrong with appointing him my PA.”

Mr Obiero failed to explain the huge claims and whose instructions he was following.
