New secondary school fees guidelines have been issued and headteachers warned against flouting them.

Day school fees is Sh9,374, boarding Sh53,543 and special education schools Sh37,210 a year, Education Cabinet Secretary Jacob Kaimenyi said.

“Schools shall spread the fees in the ratio of 50:30:20 during the three terms,” Prof Kaimenyi said.

Addressing journalists at the ministry’s headquarters in Jogoo House, Nairobi on Friday, in response to a public outcry, he said the ministry had categorised schools as day, boarding and special needs — not as national, extra-county or sub-county.

Prof Kaimenyi has banned levies such as motivation fees for teachers, county education charges and education improvement.

“These are not essential and should be discontinued with immediate effect. Any headteacher who defies this directive would be disciplined by the Teachers Service Commission,” he said.

Prof Kaimenyi said parents who had paid excess fees should get a refund.

The Cabinet Secretary said the new figures were taken from the Dr Kilemi Mwiria Task force Report but were increased by 31 per cent to address teacher redistribution, employment, rationalisation, and implementation of the proposed subsidies.

'GREEDY INDIVIDUALS'

In the same vein, Deputy President William Ruto also warned headteachers against charging anything above the set fees structure.

“We cannot allow parents to be overburdened by greedy individuals. It is unfair for some schools to charge up to Sh100,000 yet the government is contributing Sh13,000 for each learner per year,” he said.

He was speaking at Kimuchu Secondary School in Thika on Friday and told principals to disobey the rule at their own peril.
