President Kenyatta yet to name nominees for nine slots

President Uhuru Kenyatta is yet to fill nine slots — six principal secretaries and three in the newly created position of Cabinet Administrative Secretary (CAS).

President Kenyatta while naming his Cabinet secretaries on Friday at State House said the positions will be filled soon. The three CAS positions that are not yet filled include for Defence ministry, Tourism and Information and Communication.

The ministries that still don’t have principal secretaries include East African Community and Northern Development, Tourism, Fisheries and Irrigation.

Other ministries without PSs include Information and Communication, Enterprise and Development, and Water and Sanitation.

While naming the Cabinet on Friday, President Kenyatta said that after consultations with relevant constitutional bodies, he established the position of Chief Administrative Secretary in all ministries to help him deliver on his mandate, which he promised last year during the campaigns.

REWARDING LIEUTENANTS

“I pledged to Kenyans over  the campaign period and also having consulted the constitutional mandated body and receiving advice from the Public Service Commission as required by article (132) (4A) of our Constitution, I have decided to establish a new position in government, the position of Chief Administrative Secretary in all our ministries,” President Kenyatta said. “The Chief Administrative Secretary would broadly be responsible for helping the Cabinet Secretary to better coordinate the running of the affairs of their respective ministries,” he added.

The creation of the position is widely seen as an easier avenue of rewarding most his lieutenants whom he had promised  slots in his Cabinet.
